Go-Ahead joint venture received a £23.5 million penalty for concealing taxpayer funding

Company: Go-Ahead Group Limited

Summary

In May 2022, the UK Department for Transport imposed a £23.5 million penalty on London & South Eastern Railway Limited for serious breaches of its rail-franchise agreements. The Department for Transport found that between October 2014 and March 2020 the operator deliberately concealed more than £25 million of historic taxpayer funding connected with High Speed One that should have been returned to the government. London & South Eastern Railway was jointly owned through arrangements involving Go-Ahead Group and Keolis. This evidence is therefore attributed to Go-Ahead with an explicit joint-venture qualification and does not claim that Go-Ahead was the operator's sole owner.
