Spain's CNMC found a very serious cartel that manipulated tenders for conservation and operation of the State Road Network. The cartel coordinated bids, discount thresholds and cover offers and operated from February 2014 through December 2018, with evidence of contacts dating back to 2009. The participating companies obtained 71 of 101 tenders and more than EUR 530 million of awarded contracts. CNMC expressly held Acciona, S.A. jointly liable with its subsidiary Acciona Mantenimiento de Infraestructuras. The cartel resolution imposed total fines of EUR 61.28 million and triggered public-procurement exclusion procedures.
