In 2016, a federal court entered a $20.8 billion civil settlement resolving major government claims against BP arising from the Deepwater Horizon oil spill. The settlement resolved Clean Water Act civil penalties, natural-resource damage claims under the Oil Pollution Act, and economic-damage claims brought by Gulf states and local governments. EPA stated that the settlement included $5.5 billion in federal Clean Water Act penalties and $8.1 billion in natural-resource damages, with additional money directed to restoration and economic recovery. In January 2013, BP Exploration and Production Inc., part of BP, pleaded guilty to 14 criminal counts arising from the 2010 Deepwater Horizon disaster. The U.S. Department of Justice said the counts included 11 felony manslaughter charges, one felony obstruction-of-Congress charge, and violations of the Clean Water Act and Migratory Bird Treaty Act. Eleven workers died in the explosion. BP was sentenced to pay $4 billion in criminal fines and penalties, which DOJ described at the time as the largest criminal resolution in U.S. history. The company was also placed on five years of probation and required to accept independent monitoring and auditing related to deepwater drilling safety and risk management.
