Delivery Hero SE

In June 2025, the European Commission found that Delivery Hero and Glovo infringed EU competition law through a cartel in the online food-delivery sector. The infringement ran from July 2018 until July 2022. The Commission found three connected practices: a no-poach arrangement restricting recruitment between the companies, exchanges of commercially sensitive information including pricing and strategy, and geographic market allocation in the European Economic Area. Delivery Hero had acquired a minority stake in Glovo in 2018. The Commission found that the relationship created by that shareholding was used to coordinate conduct before Glovo became a Delivery Hero subsidiary in 2022. The Commission fined Delivery Hero approximately €223 million and Glovo approximately €106 million. Both companies admitted the infringement and settled the investigation. In November 2023, Germany's Federal Financial Supervisory Authority (BaFin) imposed a €630,000 administrative fine on Delivery Hero SE for violating the EU Market Abuse Regulation. The enforcement action concerned Delivery Hero's failure to publish inside information as required. Delivery Hero said the issue related to its failure to disclose its forecast for the 2022 financial year through an ad-hoc announcement. The case is separate from Delivery Hero's later EU competition-law cartel fine involving Glovo.
