Kakao Corp. Rotten Score Breakdown

In May 2024 South Korea’s Personal Information Protection Commission imposed a KRW 15.1 billion fine and a KRW 7.8 million administrative penalty on Kakao following a 2023 OpenChat user-data leak, citing inadequate security and deficient breach reporting and notification. Kakao contested the sanction; a first-instance court rejected its challenge in January 2026, and further appeal was reported in September 2026. The penalty’s final procedural status is therefore unresolved.
