Slovenia's competition authority found that Luka Koper abused its dominant position in managing port infrastructure by restricting access and use of infrastructure needed for tugboat and mooring services, thereby protecting affiliated service providers from competition. In the related misdemeanour proceeding Luka Koper received a combined fine of EUR 395,955.79. Court records show the case proceeded through judicial review, including the Higher Court in Ljubljana.
