Lukoil Neftochim Burgas AD

The Bulgarian Commission on Protection of Competition found that Lukoil Neftochim Burgas and Lukoil Bulgaria abused a dominant position on the market for storage of motor fuels. The authority found that the Lukoil group restricted access by importers and producers to tax warehouses, limited imports through terminals connected with Rosenets and Petrol Varna, and denied access to petroleum-product pipelines, creating barriers to fuel imports. In Decision No. 332 of 4 April 2023 the CPC imposed sanctions totalling BGN 195,136,175 on the two companies. The companies challenged the decision and the litigation led to a preliminary ruling by the EU Court of Justice in December 2025; final Bulgarian judicial closure was not established in this review, so the record is marked unresolved.
