In June 2021, Persimmon PLC gave formal undertakings to the UK Competition and Markets Authority following a consumer-law investigation into the leasehold housing market. The CMA had opened enforcement action in September 2020 over concerns that prospective buyers of leasehold homes may have been misled, including about the future cost of buying their freehold and the effect of ground-rent terms. Under the undertakings, Persimmon agreed to offer qualifying leasehold house owners the opportunity to buy their freehold at a discounted price intended to better reflect what buyers had expected when purchasing their homes. The CMA also said some purchasers who had already bought their freehold under Persimmon's existing scheme could be entitled to repayments. Persimmon gave the undertakings without admitting that it had infringed the law.
