In May 2026, the Netherlands Authority for Consumers and Markets imposed a €6.923 million fine on PostNL for failing to meet the statutory quality requirement for timely mail delivery in 2023. The legal standard required at least 95% of qualifying letterbox mail to be delivered on time. ACM found that PostNL achieved only 89.48%. PostNL argued that circumstances including labor-market shortages amounted to force majeure.
