Spain's CNMC found a very serious cartel that coordinated offers in tenders for conservation and operation of Spain's State Road Network. The scheme allocated bidding opportunities through a points system, coordinated discount levels and generated cover bids that distorted tender thresholds. It operated from February 2014 through December 2018. CNMC expressly held Sacyr, S.A. jointly liable with Sacyr Conservación, S.A.U. The cartel participants received EUR 61.28 million in total fines and faced public-procurement exclusion procedures.
