In May 2003, the European Commission found that Deutsche Telekom AG had abused its dominant position by charging unfair prices for access to its local fixed telecommunications network. The Commission found that Deutsche Telekom charged competitors wholesale access fees that created a margin squeeze relative to retail prices, significantly impeding competition and market entry in Germany. The infringement began in 1998. The Commission ordered Deutsche Telekom to end the conduct and imposed a €12.6 million fine.
