Summary
The EFTA Surveillance Authority concluded that Telenor abused its dominant position through a margin-squeeze pricing strategy in residential mobile broadband. ESA found that from 2008 through 2012 Telenor's wholesale access prices could exceed its own retail prices, making it impossible for dependent rivals to compete viably without losses. ESA imposed a EUR 111.951 million fine in 2020. The EFTA Court dismissed Telenor's annulment action in May 2022 and upheld the decision and fine.
