FCC held jointly liable in Spanish state-road maintenance cartel

Summary

Spain's CNMC found a cartel that altered State Road Network conservation and operation tenders by coordinating bids, discount thresholds and cover offers. The cartel operated from February 2014 through December 2018 and participants won 71 of 101 tenders worth more than EUR 530 million. CNMC expressly held Fomento de Construcciones y Contratas, S.A. jointly liable with its subsidiary Mantenimiento de Infraestructuras, S.A. The infringement was classified as very serious and formed part of a EUR 61.28 million total cartel sanction.
