The cartel operated from February 2014 through December 2018 and participants won 71 of 101 tenders worth more than EUR 530 million. CNMC expressly held Fomento de Construcciones y Contratas, S.A. jointly liable with its subsidiary Mantenimiento de Infraestructuras, S.A. The infringement was classified as very serious and formed part of a EUR 61.28 million total cartel sanction.
