The Finnish Competition and Consumer Authority found that Valio abused its dominant position in Finland's fresh-milk market through predatory pricing intended to eliminate effective competition. The Market Court imposed a EUR 70 million penalty, and in December 2016 the Supreme Administrative Court upheld both the infringement finding and the EUR 70 million penalty. Valio committed to protect competitors' confidential pricing information as a condition for approval of its acquisition of Heinon Tukku. An IT firewall error gave Valio Aimo personnel access to competitors' price information for several months. The Market Court found that Valio had materially breached the commitment and imposed a EUR 600,000 penalty. On 16 January 2026 the Supreme Administrative Court upheld the penalty.
