In November 2022, Victoria's gambling regulator imposed fines totalling A$120 million on Crown Melbourne for serious failures involving responsible gambling. The regulator said Crown had breached its Responsible Service of Gambling obligations over many years, including failing to intervene when customers displayed signs of gambling harm and allowing customers to gamble for extremely long periods, sometimes exceeding 24 hours without a break. The Victorian Gambling and Casino Control Commission described the misconduct as extensive, sustained and systemic and said it spanned roughly 12 years. In July 2023, the Federal Court ordered Crown Melbourne and Crown Perth to pay A$450 million for breaches of Australia's anti-money-laundering and counter-terrorism-financing laws. Crown admitted that its AML/CTF programs were not based on appropriate risk assessments and lacked adequate systems and controls for managing money-laundering and terrorism-financing risks. AUSTRAC said Crown's failures allowed high-risk activity to occur without appropriate intervention and that board and senior-management oversight had been inadequate.
