In September 2019, the U.S. Department of State announced a $13 million administrative settlement with L3Harris Technologies to resolve alleged violations of the Arms Export Control Act and International Traffic in Arms Regulations. The State Department said the violations involved unauthorized exports of defense articles and technical data concerning radios, a false statement regarding a promised commission payment, violations of terms and conditions attached to export authorizations, and failures in managing temporary export licenses. The settlement followed an extensive compliance review by the State Department's Directorate of Defense Trade Controls. In May 2025, L3 Technologies agreed to pay the United States $62 million to resolve False Claims Act allegations concerning pricing data supplied for communications equipment sold to the Department of Defense and other government agencies. The Justice Department alleged that L3 knowingly made false statements and caused false claims by failing to disclose accurate, current and complete cost or pricing data for equipment used in military and intelligence operations. The settlement resolved allegations under the False Claims Act and Truth in Negotiations Act. DOJ expressly stated that the claims resolved by the settlement were allegations only and there had been no determination of liability. In April 2023, L3 Technologies, part of L3Harris Technologies, agreed to pay $21.8 million to resolve U.S. Department of Justice allegations that it violated the False Claims Act by double-charging the Department of Defense for certain material costs. According to DOJ, from approximately 2008 through 2011 L3 submitted dozens of contract proposals for military communications equipment that included the cost of certain parts twice. The government alleged that the duplicated material costs were then incorporated into contract prices paid by the Department of Defense. The settlement resolved civil allegations and did not constitute a determination of liability.
