The Hungarian Competition Authority found that Magyar Telekom abused its dominant position by setting excessively high and asymmetric wholesale conditions for competitors requiring network access for blue and green dial-number services. The infringement covered 1 July 2004 through February 2005. The GVH ordered Telekom to renegotiate conditions for financing interconnection links and imposed a HUF 35 million fine on 6 September 2005. The Hungarian Competition Authority found that T-Com, now Magyar Telekom, unfairly manipulated consumer choice in its 2005 advertising campaign for Favorit and Favorit Plus tariff packages. Advertising promoted free telephony and 18 hours of free calls per day, while important restrictions applied, including per-call and monthly limits and network-specific conditions. The Hungarian Competition Authority (GVH) found that Magyar Telekom misled consumers by advertising certain mobile internet options as unlimited even though restrictions applied. The authority said the limitations could affect both consumers' assessment of the packages and their actual usage behaviour. The GVH imposed a HUF 310 million fine, prohibited continuation of the practice and required compensation for affected customers in the form of additional mobile data. The authority noted that this was the tenth time in ten years that Telekom had misled consumers.
